When I start my pocket bike it moves without me giving it throttle?

I just got a pocket bike and everything on it is in working order except that when i start it up it moves without me doing anyhting, and then when i give it gas it stalls, its a 49cc 2 stroke bike.

      It sounds like your clucht is not fully disengaging

      The clutch is too high.
      The idle speed is too high.
      The idle speed is sticking or the idle speed is too high.

      Don’t hold on to the throttle cable.
