Problems with a 40cc pocket bike throttle ?

I have a 40cc pocket Bike and when i start the motor the motor just idles then when i turn the throttle it doesn’t move! So i took a part the throttle and when i turn the handle it pulls the needle up! So any suggestions of what the problem could be or how to fix it would be great?
