So for scooters that are 50cc and below you can ride it with an ordinary license, but if it’s over 50cc you need a motorcycle license. But there are pocket bikes that are 110cc and can be ridden by 12 year olds. So pocket bikes that can go 55MPH can be ridden by 12 year olds without any sort of license? And also are pocket bikes street legal since they can go so fast?

      There are very few speed restrictions on toys.
      Toys are not street legal.
