I don’t believe there are National laws regarding them. It’s state laws that govern they’re use. Try posting your sate and post in motorcycles or toy sections.

Yes, there are laws against mini bikes, in fact I was pulled over today on one. The officer told me that mini bikes are illegal in the 50 U.S. states and the only way you can ride one is if:
1. Has working headlight
2. Working brake light
3. Working turn signals
4. Goes at least 35 mph
5. Working brakes
6. And is ready to be inspected by a police officer
7. Must always ride in private parking lots unless your state inspects your bike, and you register the bike.
8. Tires must have tread, can not be smooth racing tires.
9. Racing is not allowed, $200.00 fine
10. If under 16, you must wear a helmet….Some states 18
