      Legal as in you can drive them on a normal street with cars? I don’t think any state allows them to legally operate on a normal street with normal traffic. Too many cars and trucks would never see you that close to the ground. It would be a danger to the rider and the other drivers.

      Neighborhood roads are still normal roads, bound by normal traffic laws. They only place you could legally ride on is in a closed off parking lot or something of that nature. Maybe an old runway nearby?
