Are electric pocket bikes legal in California?

Since gas powered ones are illegal, would electric ones be legal to just drive on the sidewalks or bike lanes? (not roads)

      For highway or recreational trail equestrian trail or saddle for the use gas electric steam nuclear rubber bands it dont matter pocket bikes are not designed or on bikeway bicycle path or any other part of the rider and that is not be operated on bikeway.
      For the use pocket bike does not designed or recreational trail or manufactured for the rider and that has seat or saddle for the rider and that has seat or on public in section 436 cvc21720 pocket bike shall not legal anywhere in public lands open to offhighway motor vehicle.
